This document forms the cornerstone of the work of the Planning and Coordination Council. Land Use & Environmental Planning Committee. The agreement between the City of Charlottesville, Albemarle County, and the University of Virginia created a formal relationship to aid in the discussion and planning of land use. This partnership, enacted over 30 years ago, has created open communication and strong partnerships with the community through the three parties.
